Most of the EU Institutions, all over EU Member States, manage their own communication such as raising awareness campaigns, congresses, events, audiovisual media, stands, social media, etc. Therefore, they publish calls for tenders (public procurements) to be able to select the most appropriate entities to work with them. The objective of this class is to learn how to get those contracts.

  • Analysis of the documents published by the Contracting Authority
  • Assembling a partnership to submit an offer
  • Rules and strategy for a winning bidding
  • Organisation of the work to build the best offer

Context and issues

Most of the EU Institutions manage their own communication. Therefore, they publish calls for tenders (public procurements) to be able to select the most appropriate entities to work with them. A large part of these tenders are very large contracts. Do you want to sign some of them ?

Programme

7 courses :

  • Description of the EU Contracting authorities: their ID, their functioning, their expectation for their suppliers, contracts threshold catalogue, types of procedures. Presentation of the tender the students will have to analyse and submit an offer at the last class
  • Presentation of partnership: key aspects, toolkit of partnerships, documents to establish partnerships + partnership negotiation practical exercise
  • Presentation of the TED “Tenders Electronic Daily” (online version of the Supplement to the Official Journal of the European Union, dedicated to European public procurements), analysis of the searching possibilities given by this toolkit. Analysis of notices content
  • The clues to select appropriate bids. Reading of tenders documents (Terms of References or Specifications). Analysis of awarding criteria & evaluation procedure
  • Structure of an offer and linked documents + Practical exercise for preparation of final presentation
  • How to efficiently lead a bid construction and appropriate ways to present your offer and win (administrative documents and technical bid)
  • Oral Presentation and handling of the written offer by the several mini-agencies

Pedagogical approach

A tender in the field of communication will be presented. The students will be assembled in mini-agencies and invited to present their offer through an oral presentation of 15 minutes for each group (+ written offer) at the last class. It will be important to have all students equally involved in the work.
